is it moving like it's going into 4th gear? lugging heavily? is the shifter sloppy?

if none of the above sounds like they missed a shift fork detent and/or spring.

i would assume they bench tested it, but who knows...

Take it back out and take it to the people who rebuilt it. There's obviously something internally wrong with the transmission.

well then grab your wrenches and pull it out. you'll at least have to put it on the bench and see if you can manually put it into reverse by hand(moving the link inside the shifter housing) or disassembling the rear half to get to the shift forks to see whether it can be put into reverse with just the 5th/Rev fork manually. something sounds like it is missing in the shift fork detent system which is causing it to let the 1/2 shift rod move.

there really isn't anything we can help you with short of having the transmission half disassembled to try and figure out what is going on.

it keeps the forks from engaging more than one fork at a time, which causes the transmission to try and force into 2 gears at the same time. some forks have guides on other forks, so when you shift one there is force being put onto the other.

the detents inside the shift rod bores make is to that only one rod can move at a time. the detents slide between the forks in grooves, so if the rod is in gear and the detent position is removed then the rod cannot move as there is no place for the detent to move to.
