hmmmm!
well you can take off the i/c and see if there is oil in there--alot of oil and somethin aint right with the turbo.
take off the intake and see if the compressor has alot of play it should have very little i believe. you can also see if any of the blades are broken.
if it has abs brakes check to see if the hydrolic pump is leaking. that ****** costs an arm and a leg ($1,500). if its bad it can be a good bargaining tool and you can just take it out and you'd be fine.
you want a quick start up and smooth acceleration. a compression test will let you know if the motor is healthy. its not easy buying a used TII in very good condition. people tend to beat up on them. try and get somethin totaly stock with low miles or a recent rebuild with reciepts.

Alright sounds good. Well the one I am looking at is an 87 and engine was rebuilt in december I believe. The guy wants $2000 for it and I saw the outside and it is in good condition. Any idea how high the boost is supposed to go?

You won't be able to tell what PSI the turbo is at unless it has an aftermarket gauge. The stock one reads in mmHg. It should get close to the +40 (about ~5-6 psi or so?).
The TII is ever so slightly lower geared in the tranny, compared to the NA.

Stock T2s reach maximum boost (5.5 psi) at 2700 RPM. This is why they can run high 12s with only 240 rwhp (11-12 psi stock setup). Most of your cars don't run this good of course. 89 and later TIIs boost 7 psi stock that's why they have 200 hp instead of 182. A stock T2 usually makes about 151 rwhp. The stock turbo is limited to about 280 hp but this can be achieved using the stock IC and engine.

hey, if the stock boost gauge is NOT suppose to hit 40, what does it mean if mine goes above it??? cause mine would constantly go above the +40 mark...until i parked cause it had a fuel leak and clogged up cats...

the boost guage stock measures in MM of HG x 10 so 40 on the guage would really be 400. I am 90 percent sure there is 760mm of HG in a bar. Which is of course 14.7 psi. So 40 on the stock gage is just under 8 pounds of boost and fuel cut off is not to far under that. So with the capablilty of error and a super cold night it might be possible to get above the 40 mark. In normal temps you might get about 2/3 way across the boost guage
