87 t2 "AFM Fault" with good AFM (RTEK)

Hey guys/gals! First time posting on here as I've been trying to figure everything out from forums and RX7 friends before making a thread. Here's the deal:
I own an 87 T2 with the RTEK ECU installed. When I first purchased the car it pretty much would only start 1/10 times. Good spark with fresh plugs, 40psi fuel flow on start and cleaned/tested injectors, and TPS is good. So I resistance checked the Air flow meter in accordance with the service manual. It was bad, ordered a new one, checked it and it was good. So I plugged it in aaaaaaand still won't start. AFM got a constant 5v input, but output showed 0.1v closed and 0.3v open.. what. After that I got the Styletap emulator and software and hooked into the ECU and the only fault is "AFM." Could the meter still be bad even though all resistances are in spec? What else should I look at in wiring If not?
