6pi actuators

This is a pretty specific question, sorry if I missed it in the archives. I've got an 88 N/A and I bought some used auxiliary port actuators from my friend and made my own gaskets and put them on. These actuators are powered by backpressure. However, I'm not seeing the ports open, but would there be more backpressure when actually driving instead of sitting in neutral? The actuators seem to move smoothly and aren't too hard to push and the ports aren't stuck. If anyone could help, thanks.

according to your description, the only thing that may be keeping them from opening would be insufficient backpressure.
