60A BTN fuse

what is the function of the 60 amp BTN fuse?

more specifically, is there supposed to be continuity thro it between the battery hot line and the chasis ground? im trying to track down electrical issues (in this thread: https://www.rx7club.com/2nd-generation-specific-1986-1992-17/what-would-cause-80a-fuse-blow-960288/ ) and noticed that i have continuity there. is this normal? should i worry?

From: tulsa,ok.
This fuse supplies the interior fuse box with constant voltage to certain fuses contained within this fuse box. If you stepped on the brake pedal, for example w/no key, the brake lights will light up because the BTN fuse supplies the 20 amp Stop fuse.

I call the BTN the "Battery Network Terminal"..sort of like a spot where the car is supplied 12 volts.
