Don't block them off, you're better off wiring them open. You may be able to get them to work properly, but in the mean time, or if you can't get it to work, just wire them open (as opposed to blocking them off).

If you're doing a lot of city driving leave them closed. A lot of highway driving, open them up.

You can electronically open them. Do a search and you'll find a few writeups.

Ok. I was told to take the sleeves out, then I was told to block them. I plan on driving in traffic from time to time but then bringing it to the track maybe once or twice a month. Any suggestions on what I should do?

hey can you get the sleeves out (i have an s4) without removing the manifolds? do i have to take the actuators off?

and ya, if youre doing city driving, get those working properly. even if youre going to take it o the track, you can adjust the timing of the aux ports and vdi. i think theres even a thread on how to do it wthout buying an expensive computer

No. The entire intake manifold has to come off to get the sleeves out.
