5th but not 6th port actuating

So I just put the RB cat replacement pipes on my car and I'm thrilled with the difference, It screams above 5k now (though it does sound like a giant chainsaw without the cats) and I love it.

Problem is only on of my auxiliuory ports is opening, the one closest to the passenger, the one towards the front doesn't seem to be opening, I'm pretty sure this isn't a result of the pipes since when I was checking them the other day it didn't seem to like being moved. So anyone know if it's possible to fix these thing or if I'll need a new one? I'll also have to check to see if anything else if causing it.

On a side not, could it be the cause of a vacuum leak, I've got 4 feet of line to replace the vacuum lines hopefully this weekend. (If that's not enough I can get more easy enough)

can you manually turn the port closer to the front.. if you can then it's probably the actuator.. if you can't then somethings stuck?? nest pas.. (freakin frenchies)

When they stick, it's usually just gummed up where the rod goes into the LIM.
Apply some penetrating oil & work it loose.
