I am assuming S5? If so, maybe it is an ECU problem?
If it is an S4, I think that you need to have load on the car, like actually driving it, for them to open.
Try applying some grease to the rods and then drive around pretty aggressively, and see if the grease has been moved and wiped off a little. That would indicate that they are probably working, but only under load.
The electrical thing, Check all connections, and maybe use a multimeter to make sure that the connection to the ECU is ok.
I would probably run a wire from the ECU to were the wire in question is, and check the resistance. Inf. resistance would say that maybe there is a break in the wire. (Oh yea, make sure to have the battery completely disconnected so that you don't blow your MM up.) Check both connections on the solenoid, make sure the connection is making it to the ECU. I don't know how to test the ECU. I would guess figure out what pins send the signal, and then attach a MM (multi-meter) and rev up, and see if it registers any voltage.
Solenoid might be dead. Hmmm.... good luck!
