5th and 6th port troubleshooting help?

I've searched, read, watched everything I can find. My aux ports aren't functioning. I have moved/lubed/tested with a compressor that they are capable of moving, but still nothing at higher RPM. Can someone suggest anything upstream on the system to check. There must be something that isn't diverting the air pressure to open them at the appropriate RPM. Solenoid maybe? If so where is it at? Also, will they function without the car being in gear? I rev the motor under the hood and see nothing. I'm assuming not because i've read to mark them with grease and then drive it. Any help is appreciated.

What year is the vehicle? 86-88 Use exhaust backpressure to operate the 5th and 6th port actuators. On the 89-91 models the airpump is what builds the pressure for them to operate.

It's a 91. I'm trying to work backwards from the actuators and make sure everything "upstream" is operating properly before I tear into it to pull them off.
