Arrow 4 point harness questions

Ok i already searched and called DOT and just got a run around so i wanna know if anyone else has ever found out. Are 4 point harnesses street legal. Im sure it varies so NYC information would be most preffered. I already emailed DOT and they directed me to call highway safety, they only have an answering machine and they never called me back. i asked traffic cops and they had no clue, if they even understood what i was saying
Also has anyone ever thought of securing them behind the storage bins rather than the floorpan below the seats to reduce the risk of spine compression without having to weld on a bar? I know its not perfect but in the event of a crash the pull of the belts wouldnt be as directed down as if they were directly below the seats. Its just a concept, first i have to see if that area would be accessable from underneath.

i use the mounts for the rear seat belts on my car... but i have rear seats. and ive been pulled over MULTIPLE times wearing mine in FL and OH and the cops never said anything or gave me a ticket about it.

I ahve rear seats as well but im ripping them out to put in buckets. I guess i can still use the mounts and just cut clearence through the bucket frame. Thanks

I wouldn't do it IMHO. In a roll over a three point belt lets you move to the side so the roof doesn't come down on your head. Can't do that with 4+ pts.

My understanding is that with aftermarket seat belts, cops can give you a ticket. The reason is because there is no way for them to be sure that you properly installed it and thus they have to assume that it's unsafe.
