3800 rpm hesitation or boost leak?

My 1988 turbo II is having a problem with going WOT, it has a point in boost where the car hesitates and then boosts again only to hesitate again. Now in my other car it was due to many boost leaks....but I have been hearing about this 3800 rpm hesitation. It seems to happen the most in 2nd and 3rd and the higher the rpms the more often it happens. I let the car warm up for about 20 mins before ever getting on it so I don't think its the lack of letting it warm up. but as I said I had the same problem with my twin turbo and it was many boost leaks cause overboosting and then the hesitations

....so if anyone has any ideas please respond!

sounds like secondary fuel rail. or tps. first find out how to tune or check your tps. its the easiest thing to check.
