Question 1988 Rx-7

I am sorry, if my questions sound dumb, but I am looking to buy a 1988 Mazda RX-7 (non-turbo) , it runs, it just doesn’t have any power. He said its like running a piston engine without piston rings. I was just wondering what would cause this? The guy that is selling it says he can only get it up to 50mph. He said he never took it to anyplace to look at it, when it first broke down, he has just let it sit by his garage for 7 years, it only has 86,000 miles, I was just wondering what could be wrong, I know a little about rotary but I am not an expert, I have tried to find information on the internet but couldn't find anything. I didn't want to bother you with these (probably simple) questions but it was my last option. I was also wondering how much it would cost for someone to rebuild it, I have found rebuild kits on the internet for around $1,000 and a new motor for $2,000 what would you think is the better choice? And any idea of how much a mechanic would charge to rebuild / or replace an engine?....Thanks A LOT --Caleb Phair
