1500rpm idle street port , no vacuum leaks. help please.

so i got a rebuilt street ported 3mm seal light weight rotor engine that idles at 1500. sometimes at 1100 if im lucky. I tried spraying carb cleaner around and i got nothing. My friend swears theres a leak but this thing was just put together...

I'm running on a microtech 8 so after i discovered the fast idle wont help i was stuck. It could be the throttle cable i guess if someone could post a pic of how theres is placed i could cross that out but i need my car asap and these guys are refusing to tune my car until i buy gaskets which i think i discovered i dont need. its running rich so i have to make the idle lower so they can come down and finish my car. if it isnt the cable than ill start spraying again...

Throttle cable too tight, throttle stop set incorrectly, or thermowax not allow the fast idle cam to separate.

ok kool thanks, how can i test these? i did notice that the cable slighty sits out of where it gets hooked and pulled. looks like it faces the fire wall after the piece it sits on. when i hold it towards the intake and open the throttle with my hand the idle returns to normal every time and it didnt before...could bending where the throttle cable sits help? sorry for my illiteracy, im new to this whole thing.

Don't bend the bracket. Adjust the nut on the cable to adjust the slack. It should have almost no slack, but it shouldn't pull the plates open at rest.

i've already adjusted the nut before but what im saying is that when it passes the bracket its angling towards the fire wall and causing the rest of the cable from that point to be lifted out from underneath the track that keeps it straight when its being pulled. im not sure if im being clear but the bracket does seem like its bent towards that direction...

I talked to the mechanic that built my motor and he directed me to the TPS. i dropped the idle to 1,100rpm. it sounds so much quieter now and the throttle responds better. I have no idea if it has any relation but now i cant hear the whirling from my clutches bearing either. besides that is there anything i need to be concerned about when adjusting the tps on a microtech managed engine? anything with fuel, spark, emissions and over all performance? i read you should also adjust the BAC valve but no hoses are running to it so it must be disabled.
