Talking 13b - 13bt

hey everyone, whats up? I'm new to the forum and had a question(s). I have a blown 13B (FC) and would like to swap to a 13BT. I don't have a large issue doing the swap, i have some great info on that (more would be great too, if you think you have some good links i could check out). Anyway, my real question regards the chances i will be able to make the car smog legal. Do smog stations check engine serial number to VIN? what if i use my NA smog apparatus on the turbo motor? Of course, i need to change the ECU, the wiring harness, ect, but after that, will i be able to get the car to pass smog without mentioning a motor swap? Also, can anyone shed any light on my concerns...

-Concerns-

~I hear in Cali you cannot under any circumstances swap out a motor of any kind from a lesser year, even if the motor is from the same bodystyle.
~I hear any type of motor swap other than orignial body's motor is illegal, period. (So getting a Turbo motor for an original NA car is illegal.)
~I read the smog checklist on 2 websites(yes, only 2 because it's not posted many places), and it doesn't say anything about them checking VIN to engine Serial...but it seems they'd check.
~There isn't much in terms of good info on this. Any good links?

Thanks all, if anyone has done this swap what do u reccomend? Have a leach RX7 to pass smog with and plate the swapped one with those plates? heard that one.. thanks if u can come up with something better
