Forgive the *** clown question I am asking here but I just purchased an used HKS wastegate with a 12 psi spring and am wondering if I am only limited to pushing 12 psi MAX even with my electronic boost controller. I want to push 15psi out of this new turbo I purchased. This is my first time working with a external wastegate.

you're not limited to your spring pressure if you have a boost controller.

Only if you are running on the wastegate spring only are you stuck running the pressure of the spring.

The 12 psi spring means the wastegate will only open when it sees 12 psi of boost. So now the minimum boost you can run is 12 psi.
