10th AE project help

I got my car started after installing a new fuel pump and doing a full tune up. There are a few problems though. This car had been sitting for a long time too. I am getting a low coolant buzzer even though the coolant is full. No leaks either. It also won't allow me to rev through the rpm range. It hits a wall at like 3500-4000. It will idle fine though. Any help with this is greatly appreciated.

Air in system? Air likes to collect in the curve of the top hose where it attaches to the radiator. Try squeezing it with your fingers and hold the squeeze. You'll want the cap off at the thermostat housing so make sure its cool. See if bubbles come up at the cap. Add coolant if needed. Also, afterwards run it with the heater on for full circulation to make sure its full. You may have to repeat a few times if its air in system.
