I bought a '90 GXL with 93K on the odometer two years ago for 2,500. Mechanically near perfect, one ding in the lower rear quarter panel. Also needed a lot of interior plastic cuz southern heat had toasted it. As I recall the Kelly was about 4,000?

If a dealer is asking 2,800 you certainly have some wiggle room downward a few hundred. However, I would have them, at their expense, do a compression test. Run a search on "compression test" and bring the How To with you. Odds are the mechanics at a non-Mazda shop won't have a clue on how to do it correctly. If possible watch them do it.

I paid $5,200 for my 88 vert in July (no flames please I know it was too much) which was supposedly in OUTSTANDING CONDITION LOL

I am still happy though even though I have put $5,000 into it since I bought it

Sigh

While slow when compared to the coupe, the convertible RX-7 is one of the best convertibles ever made, and commands a high resale value. The price you paid is about right if the car were in excellent condition. Maybe yours wasn't actually in excellent condition, but that's another story, lol.
