I bought a running Turbo II for $300. I'd offer him $500 and tell him you're only interested if it starts. If it has been sitting as long as everyone says, he's probably just ready to see it go. I would definitely suggest starting fluid though, lol.

i bought mine for a dollar because it was sitting in the back of a dealership because of a "blown engine". i took it home changed all the fluids and changed the fuel filter, restabbed timing, and cleaned up some grounds. started it up and drove it for two years until it blew a side seal. i then sold it for 800.
