Beautiful engine but completely untrue information. The rotary was not banned. I have no idea why anyone has ever thought that. The "ban" that year affected all engines over a certain displacement which technically did affect the 4 rotor that year but it wasn't singled out due to any unfair advantage.

They didn't explicitly say "ban the rotary", they just re-aligned the rules, mainly displacement, to make sure a rotary couldn't be used. So yes other engines couldn't compete either, but their focus was in fact solely to make sure the rotary didn't return.
The argument regarding the engine came from just how the displacement should be calculated. Eventually I think it led to saying the engine was 5.2 liters. Regardless, I think they also banned the use of it's variable length intake runner system.

Both were reasons for the rotary not making the cut. In 1991 Mazda was the 1st & only Japanese manufacture to win the 24 hr Le Mans, at the end of the season the FIA (Federation Internationale de l’Automobile) changed the rules. I think cars were retricted to 3.5L F1 motors.
