sorry to post late just joined and looking around but i have seen a fender lip like done they cut the lip off and add more metal and rewelds it back on the car and gives it the extra width for the rims and tire and give the fender lip that look.

 

maybe thats how idiots with tons of free time do it but most people including the owner of that car just stretched...
