Answer what? If you mean a stock FD, no stock FD came with a 20B. If you mean a stock 20B, no one goes to all the trouble of installing one in an FD and leaves it stock.

A stock Cosmo 20B-REW puts out ~280 hp, so assuming that stays the same, in an FD chassis, I'd guess mid 13s in the 1/4 mi. w/ a decent driver?

I don't think anyone has ever done it to be honest with you.
When you isntall the stock engine, even if you leave it stock, you won't be using the stock ECU, exhaust system, intake, etc.

As you may have figured out by now, it is not likely for anybody to have a stock 20B in an FD. There are two types of 20B:

1) 20B-REW, as installed ONLY in the J-Spec JC Cosmo luxury car. The engine was built to work only in that car, and the ECU expects inputs from the entire car, including the automatic transmission and variable exhaust system. It is not likely for somebody to graft an entire JC Cosmo driveline into an FD body, although I guess it would be possible if the FD were lengthened ala Monster Garage. The 20B-REW was rated at 280ps @ 6500rpm by Mazda, which equates to about 276bhp. More information on the JC Cosmo here:
http://www.dmrh.com.au/

2) 20B Race, which is a peripheral-port non-turbo engine sold only to Mazda-sponsored racers. Power is usually in the 450-500bhp range, depending on the race rules. This is in no way a streetable engine.

Well, I ran a 14.309 @ 102.27mph for the 1/4 in my stock 20B JC Cosmo, so its going to be a lot quicker in a FD chassis which is 600 lbs lighter.....
