The displacement would be the same. The 20B uses 13B rotors and basically the same rotor housings.

13B = 1308cc total
1308 / 2 = 654cc per rotor

20B = 1962cc total
1962 / 3 = 654cc per rotor

I think the reason you hear that a 13b 3rotor is better is because in most cases, they have an Eccentric Shaft that is 1 piece rather than the stock 20B 2-piece unit. Also, the 20b exhaust port sleeves are retarded, and most people would maximize their car's potential by building a custom 3rotor 13b with less restrictive exhaust ports. But, the 20b side and center housings do have larger stock intake ports (for the most part) than any 13b that ever made it state side.
