WTF is up with this Holley FPR?

WTF is up with this Holley FPR?

So i bought a new FPR regulator from holley... this one:

How the heck do i adjust it? It seems like the nut on top is on with a death grip! Dont i just turn it with an allen wrench after i loosen the lock nut?

What am i doing wrong? Is there a trick? The directions leave very little to be desired!
