wont stay running after carb rebuild

i just recently had to rebuild my nikki carb to get ready for emissions out here in az. now she dont want to saty running below 1700.and is leaking fuel from the idle by pass valve ( forgot to replace the crush washer). i have all new vac line 15ft of it replaced one by one. i would like some input on this i have time to get it done b4 i have to take her in and its driving me crazy. oh and yes i do have the big vac line hooked up on the back of carb to back of intake.

Hi there.

First off you need to give your year, engine and any mods to like emissions.

What's the status of your shutter / coasting valve (year depending. see why we need to know??)

are your float bowels at half?
you maybe need to adjust your air/ratio screw and the idel screw..

did you clean all jets thougherly and use compressed air on all passage ways

it an 83 gsl manual. completely stock! shutter valve is new. idle screw is out all the way and the a/f screw is out only 2 full turns. yes i cleaned every thing i made sure the passage ways were clear b4 i put it back together. its was leaking fuel from the thing with a wire on the end that screws into the front of the carb below the fuel lines i think that just needs the crush washer replaced.
if you guys have anymore insight to this let me know

what is this?? this is what was leaking. i know the washer needs to be replaced i need to know what it is and where i can get it

also i almost forgot the carb makes a hissing sound even with the battery disconnected.

Is there enough slack in the gas pedal cable to allow the butterflies to fully close?

cant remeber the exact name of that but it stops the carb from over filling when running. without it the carb will just flood all over the place!

yes there is enough slack. any ideas on the hissing noise? the bowl windows show them half full. do i need to make any ajustments?
