Wipers, Cruise Dont Work

Wipers, Cruise Dont Work
My friend has an 85 se that we recently rebuilt the engine in. After unplugging and replugging in harness, wipers and cruise dont work.
There are a couple of connectors that are not connected by ecu.
Do these need connected?
Anyone else with same experience?
