wierd driveability problems, car surges under load

Ok im a little confused on this one. Everything Im thinking tells me fuel pump.... allmost. Heres what happens Its a gsl-se, but has a weber and a gsl-se pump with a mallory return style regulator on it

When the car is dead cold, all of a sudden starting yesterday, the car will surge and lurch violently in 1st 2nd and reverse... then like magically at 4K, it picks up and goes again

As the car warms up the problem becomes less and less. However at 7K or so in third, the car falls flat on its face. Havent tried it in 4th.

I CHANGED THE FUEL FILTER, about 3,000 miles ago. It was clogged before, but this doesnt feel the same.

I havent changed my plugs in allmost 15,000 miles, however I cleaned them off with a wire wheel about 3,000 miles ago.

It really feels like fuel starvation, however i dont have a fuel pressure gauge inside the car to confirm it.

im thinking fuel pump, however why would the surging stop at past 4K when its cold??? doesnt make any sence
