What's up with Europe And pod filters

Anyone know why Europe seems to like putting their cone filters inside of a sealed pod?
I'm guessing they have noise regulations that this design overcomes.

I've been checking them out as it seems like it could make installation more flexible in some cases.

By using a "pod" or intake box, you can control where the input air comes from instead of the hot air under the hood.
