it had some type of tape put over it and just painted over the top....is it another hole you can use for the rear hatch drain hose or is it for something else?

It's a speed hole

My '85 has another hole a couple inches above that, just like the bolt holes for the tail lights. It's been too long since I tore it apart, can't remember if there was a clip that bolted through those two holes and helped secure the bumper cover(or if I'm thinking of a different car...) but I think both holes on both sides were taped over. Not used for anything from the factory.

and theres another hole in the rear hatch you can see the floor its not a rust hole... do you know what that could be?

All rx7s have holes in body shell and covered by tape and painted over when car was built they are vent and drain holes and are used when body was dipped in paint and sealer when they were built .Just cover them with a good metal type sticky tape before painting

There is a plastic clip that screws into that hole that serves as an anchor for the wrap around plastic bumper skin.

If the hole in the rear hatch is in the spare tire well, it's a water drain hole. There should be a black rubber plug in it.

There are several other plugged drain holes located around the chassis as well.

I guess mine were taped up coz of series 1 metal bumpers theres no need for a ancho , but must give option to fit S2/3 plastic bumper.

the one in the spare tire well is plugged up, its to the left of the wheel well when looking from the back.
