Pic #1 = Accelerator pump on your carb.
Pic #2 = Paper towel
Pic #3 = Looks like "crankcase" goo (I've never had a stock carb, so this one could be wrong)

Sorry for teh crappy pics, but does that hose belong somewhere else other than being plugged by toilet paper? The first pic with my finger holding it down is that hose. I just don't know where it belongs.

That would be the famous shutter valve. Since it's been plugged off, I assume the shutter valve went bad.
The hose should have been hooked to the nipple on the air cleaner that is also in those pics.

Should I just leave it alone or plug it into the air cleaner nipple? What are the long term effects of just leaving it like taht?

If it is bad then it creates a nasty vacuum leak and the engine will idle poorly. Leave it plugged if you are not going to replace the valve. The shutter valve was designed to lower emissions and improve fuel economy by shutting off fuel to the rear housing during deacceleration.

I can't think of anything better than tissue to be blocking a vacuum tube a few inches away from a hot rotary exhaust. Genius...Pure Genius.
