What are these?

Thermal reactor ports? What do I need to do to them so I can mount my turbo manifold or headers? The exhaust gaskets(4port 13B to TII) that I have one do not cover them.

they are ports to help mix the exhaust gasses for a better sounding and cooler running exhaust you can block them if you want read the fsm some time it would help if you read it sometime look for technoid or something like that

I take it this is engine has 74-78 housings? If so, RB or MT sells a plug kit for those ports. Easy part is dropping the oil to access the banjo style bolts that lead to the ports. Fun part is getting them out without snapping them in half.
