I am new to rx7 and was wondering if anyone can tell me what part this is? The hose where the red arrow is pointing is not connected to anything. How would this effect the car? Really appreciate the help and sorry if the question is novice....

That is the cruise control. You might have a vacuum leak if the nipple it's supposed to be connected to is not capped off.
Also, the cruise control won't work.
