Looks like the add-on lip spoiler form Victoria British or similar. Go to www.victoriabritish.com and look into getting their free catalog for your car.

wow where'd you find that picture? that guys car was being heavily bashed on this forum like a year ago.
he has so much done to it, like a street port 13b 4 port swap, nice carb, full racing beat exhaust, but ppl were hating on him cause he has clear tail lights and a wing on the back.
i always thought it was a cool car. i never hate on my own (other rx7's).
