Weird Voltages

As per my dads instructions we BOTH checked the voltages to a list that he had and NONE of them came out right. Even the 0V one is coming out as 8V or something else OTHER than what it's supposed to be.

Does this mean my ECU is fried?

Here are what the voltages should be:

You have the negative wire of the meter connected to the car's body, right? The voltages should be checked with the connectors plugged into the ECU, car warm if possible, with the key in the on position. If your grounds still don't read right, check them out. The two main grounds for the ECU attach to where the rats nest is (two black wires with ring terminals on the end, should be bolted to the solenoid rack).
