Weber DCOE tuning Procedure

I read through the Weber tuning white pages, Weber tuning manual, and the lean best idle procedure over my last sea tour. I tried to write up a condensed step by step procedure for how to tune one of these carburetors. From what I have seen there exists no true "be-all, end-all" procedure for this process, just a lot of tribal knowledge and theory spread around. Please put any input you have into this thread so that we can build a dedicated spot for the knowledge this community has about this antiquated technology. Thank you all.
