There are way more than two types of weber carbs. My guess is you are talking about the IDA and DCO carbs tho.
The IDA is a downdraft carb (meaning air moves through it downward), and the DCOE is a sidedraft carb (lies sideways).
The manifolds that go with the IDA's are shorter than the DCOE's, so they give you a powerband a bit higher in the rev range.
IDA's are more expensive than DCO's also. Somebody else is going to have to answer the turbo question, I only have experience with holley's when it comes to carb/turbo.
