vacuum problem/question!

Ok, This is the first time Ive ever driven a rotary with a vacuum gauge hooked up, unlike boinger cars where vacuum comes back even with floor'd the vacuum on my 84 se bottoms out at 0 and stays there till I lift then it springs upto between 25-30, normally in a boinger this would indicate a restricted exhaust but there is no way my se could have a restricted exhaust its straight piped, are rotaries suppose to have 0 vacuum under accel? or is it suppose to come back up when the motor runs out of power?? im confused!
