Question vaccum leak

I believe i just found what is the problem in my car. It idles low and stalls constantly... I was told to check the vaccum hoses for leaks. I'm not sure if this is the vaccum hose but on the 81 gsl the hose under neath the blue air filter that goes strait down and is white. I saw a wire connector stuck in it. Im pretty sure that it's not supposed to be there but i dont want to rip it out and have to pay for a new hose if it is meant to be there so tell me what to do.

pics?

spray carb cleaner on all your hoses and junctions...if the idle changes/jumps you just might have found your problem...
