Timing at higher RPM?

Ive got a 1981 Rx-7, and for some reason it wont idle below 3000 RPM. Ive made a few posts before and been recomended a carburetor rebuild many times, but also with cautionary words that if im not percise with the rebuild it may not run without another rebuild. I was wondering if it could be possible that my timing is so messed up that that could be why it wont idle, and if there is a way I could measure that at such a high RPM?

The adjustment on the dizzy won't let it get too wild.

Have you done a compression test or checked for too much fuel or even a vacuum leak?
