Don't forget about changing the coolant/oil/brake fluid/diff oil/trans fluid. And flush out the fuel lines. Happy restoring, rx7doctor

the carb doesn't need rebuilding, its the holley i had on my repu, which i recently sold, a RB modded holley(tho it hasn't been rebuilt in 10 years! it still worked perfectly when i pulled it off the repu)... the coolant is Evans NPG+, its a recently rebuilt SE engine that i ported(see avatar) and atkins built.... fuel lines have been flushed, i've dumped plenty of fuel on the ground! also changed the fuel filter, fuel pump, the diff oil and tranny fluid i haven't changed... don't really look forward to that either! lol... the car was garage kept for 6 years with no motor... i got it for 300, and put a bunk 12A in it... then pulled that and put this SE engine in it... using a RB holley 6 port manifold, port matched to my motor... i think thats bout all i can say bout the car... cats were all clogged up too, so i pulled em off and completely gutted them... no emissions here anyways.

the accel diaphram may be cracked. Usually what i do in cases like this is pour a small amount of fuel down throat. If it does not start, it's not a fuel problem.

If the fuel is flowing then just pull the fuel line from the carb, put it in a jug and turn the car on. It will pump it dry in just a bit. The put in your fresh gas.

either that or just undo the drain bolt on the bottom of the tank, that's what I did. Not sure what years if not all came with a drain in the bottom of tank though. if you'd rather drain it with pump you might have to jump the fuel pump relay.
