Are these structural? (underbody "air vanes")

I took my airdam off to paint it, and noticed that these things were bent all to hell, and removed from their inboard mounting points. From what I can tell, all they seem to do is direct air under the front tires. Anybody have any thoughts as to what they are, and what I should do about 'em being bent?

They take the air coming through the air dam slots and redirect it to the brake area on the inside fo the rim...

this is Felix Wankel's 85 GS. Note the 'grills' in front of the tires on the front valience... Mazda stuck these on 84-85 models. They're actually brake ducts er, well sort of... If this is what you are talking about, then they aren't structrual.
