Is there supposed to be a spring here?

Hey all, quick question as I just finished tearing down and rebuilding my carb.. I was putting all the linkages back on the carb and realized that there's nothing actuating the secondary (larger) plates..

I feel like there must be a spring or some sort of tensioning element missing from the linkage for the plates:

This is fully closed throttle



This is partial throttle to the point where the rest of the linkage begins to engage and where I feel the second set should begin to open.



This is WOT. As you can see, plates have not opened at all.

Thoughts?

The secondaries are vacuum controlled and will not open with standard throttle depression.

Hmm, that’s what I had originally thought.. I just saw that thin rod below the linkage there doing nothing so I thought perhaps it had a spring hooked around it or something.
