i have read that guys are doing the 2nd gen ignition mod in the 1st gens because up start up issues. If it takes the car 1 sec to start up should i even bother with it?

How does flooding occur? thanks

As cold as it was of cource it's going to smoke. Steam is a better description. The hot engine exhaust will condense in the cold.
