Putting together a check list for you.
1). Verify 6 ports are opening by revving motor and visually seeing them move.
2). If there is no history or it has been 30k since the fuel filter has been changed then replace it.
3). Check and verify timing is correct.
4). Make sure air filter element is clean
5). If vehicle struggles to go up hills or flattens out on rpm and HP then check main cat for blockage.
6). Run compression test
7). Send injectors out for cleaning and testing
8). Verify fuel pressure and volume

Yes you can if they are operating properly that's all you have to do is rev the motor to a higher Rpm and watch the actuators.

The ports can be tested also by putting a dab of bearing grease/vasoline on them, taking it out for a run above 3600-3800 rpms where they usually open. If the grease has moved, they have opened, at least partially. Doc is correct when he states that you can see them open by reving the engine.
While the actuators may move freely by hand, that does not mean they are opening when the revs rise. I have seen more than one SE where the pipe from the cat is either blocked or broken and not allowing the 6-ports to open.
