Spark Plugs won't go (fire)???

I have tried everything igniters that i know work, coils that work, clean distributer. Here's the problem, I wan't to see if this engine runs before i swap another one in so i get a new starter a new battery and i hook it up, then hook the battery up and all the dash lights that come on when you're trying to start it come on without the key even being in the ignition. So I stick the key in and turn it..... no change, the dash lights are still on and the starter does'nt work so I hook up a manual switch and starter works but i'm getting no fire could it be the ignition wires, what wires do you have to have hooked up to get it to start and spark (by the way the car is completely stripped, lighter and no radio;a/c etc) and what wires/connectors can i do with out or do i have to have disconnected??? by the way i have the buzzer wire disconnected and the fuel pump wire disconnected????
Sorry about how long it is but i gatta have something to drive to school, and I do'nt have time to swap the engine right now.

i would test the ignition wires first for continuity, i would guess wiring or internal dizzy prob

where can i check them at and with what kind of meter?? and yes i got plenty of gas in it Especially when i turn the fuel pump on.

I took the ignition switch out of the car a couple of weeks ago and looked at it, and all the connections looked fin. I just don't understand why all the dash lights are on when the battery is connected and the ignition is off.
I replaced the fusible links and nothing happened still.

Is there another fusible link box besides the one on the side of the shock tower?
