sidedraft carb troubles

hey guys, I've just recently started drivnig around my turbo'd 12a '85 GS as my daily driver, and it's giving me hell already. I'm using an OER 45 dcoe, which is the source of my troubles. First off, it floods incredibly easy. The best way to start it is to pump the gas once, then try to start the car without touching the gas pedal. It'll start for a second, then shut off. if youre lucky, it'll start the second time, if not, you have to deflood the engine. If you touch the gas at all as it's trying to start, its flooded for sure. Anyways, other than that, it's running quite rich at idle, and wont drop below 1300 rpms. If i remember correctly, the jetting setup is something like:

45 f9 idle jets
40 pump jets(im having trouble finding pump jest for the OER, theyre different from webers, i know i need biger ones)
230 mains
160 air corrector (really not sure on this one)

the idle mixture screws are backed out just far enough so that the car will run smoothly. I have an a/f ratio meter installed, and I can see that it's running quite rich at idle, and if i turn the screws just a hair too much, it idles erratically and goes way lean.

I think this has something to do with the float level, but i wanted some feedback, ecspecially from someone who has an OER. Apparently these things have externally adjustable floats and accelerator pumps, but i have no instructions about it, and cant find seem to find any info about these carbs.

I have a 45DCOE on a 12A Street Port. Here are my settings....

Idle 65F8
Main Jets 185
Air Corrector 220
Emulsion Tube F11
Pump Jet 45
Chokes 40
Auxilliary Chokes 5.0
Fuel Presure 4.0 psi
Idle RPM 900+ - 50
Vacum Advance Disconnected

You need to know what's in your carb before you can fine tune it.... It taken me 2 plus year of trial and error with many idle and main jets to get it to run fine. However, they do run rich. You will not get the engine to run as lean as a stock carb.
