Angry Shutter Valvue Switch Signal NG

RX7 Brothers and sisters (just in case),
I have a question on my 1985 RX7 12A. Currently I am running a header exhaust that has a cat welded to the back side, no air pump, original Nicki carb. I am currently haveing some issues with the deceleration system. Basicly the engine is always sucking air thru the hose going to the shutter valvue. I did some investigation and found that the shutter switch (yellow one) electrical signal is always in the same state. (either a 0 volt input or a 12 volt input not sure which?) Anyway it seems not to be getting a switched signal from some module that controls this stuff?? What I have done is simply disconnect the electrical connnector to the shutter switch (yellow one) and the car runs pretty well.
My questions are as follows:
1. What controls the signal to the shutter switch and where is it located on the car. I think it is a control module but not sure? Could it be the ECU?
2. If I run the car the way it is my only issue is when I decelerate I get some bumping in other words it is not smooth deceleration as it was before. Is there another way to disable this shutter thing or some combo of stuff that can be done. I read in some previous posts that most people just plug the larger hose?
