short vid trying to start my 7...any ideas?
from what little i know, i'm thinking it's not getting any fuel. my brother checked the plugs, and 3 of them are getting spark, which should be enough to have it at least start up.

I've been through that ordeal a few times before. That's a weak battery. If your brother claims to have stuck in a new battery, double check the battery cables. Not uncommon for them to become bad and make the starter struggle to start the engine. And, it's not a fuel problem. Even with no fuel, the engine should crank normally, not like that.
The starter takes quite a bit of power to start the motor. Your engine clearly gives the tell tale signs of a dead battery.

1 Put a battery charger on it for a few hours.
2 press gas peddle 2 times, pull choke out, then crank for 10 seconds.
3 If it didn't start wait 15 seconds and crank for another 10 seconds.
4 if it didnt start or show any signs of starting you have a flooded engine.
5 deflood. What works for me is to pull all the plugs and turn the engine over once or twice then let it sit over night. Replace cleaned plugs and repeat steps 2 and 3.

His battery is low because when his key was in the "On" position, the voltmeter read 10 volts. Then, after cranking it brought it down to 9 volts. The needle should read 12 volts with the key in the "On" position. Above 13 when the engine is running.
And, the way I found to "de-flood" my engine was to keep cranking it for about 15 seconds. Let go of the key, then repeat. Sometimes I tapped the gas pedal a few times when I heard its "sputter" change. After awhile, it sputters to life and belches out some smoke. Then all is well.

as well an easier and quicker solution is to boost your car with booster cables off someone elses running car. if it cranks harder and starts up its ur battery. If it doesnt it could be your cables or the other things guys mentioned.
My 7 that im working on now has a completely dead battery that doesnt hold a charge anymore but i can boost it and it starts fine. just too cheap to buy one for it to sit in the garage.
If you do get it running you can get a voltmeter and check the battery once its running. If the alternator is good it should read higher than 12V. If its lower than theres a good chance alternator (or cables) are going
