Seatbelt "sticks" (grabs way too early)

I just got a GSL-SE and I can't even buckle the drivers side seatbelt. I pull it about 2-3 inches and it grabs (like when you pull on a seatbelt really hard it thinks it's in an accident.. it's doing that, but when I'm pulling on it really slowly, just to buckle it).

Anyone have this problem before? Any easy way to fix it without replacing it? I don't want to pull the bins and all that jazz, it's stinkin' cold out.

I've tried a couple times, I guess I'll do that, pull the bin and see if I can free it up

ok, got it unstuck, now the Piece of CRAP doesn't grab at all when I yank on the belt. The passenger side one does just fine, but the drivers side one doesn't grab at all unless I physically reach back and lock the seatbelt. Any ideas?
