is seam normal?

just before driver's side trailing arm mount. the car was in a firey wreck before I bought it. I was doing the yearly underbody undercoat rust inspection. Scrapped all the rust that I could. Did paint primer. Then found out that I had some rust-reformer spray. Gonna let the primer dry 1 hr, humid as can be right now. Then hit it with enamel rustoleum paint. Then undercoat.

And some areas were bar metal under the undercoating. They should be red. Or did the undercoating rip off the red paint when it was delaminating ?

Note the Polish creeper (cardboard)

It's hard to tell, but with the welding, I'd say not.
