Screwy tach

Well I just got my car up and going for these few warmer days this winter. It had not been driven for a few months. As I was taking it out for a spin my tach would like flutter after I hit 4,000 rpm under high boost. It would just like slam over to 8,000 rpm for a split second and then it's fine afterwards. Could the cold weather make the grease freeze or something?

Mine did that when I needed new plugs. I put new plugs in and it went away.
